- Sauté the onion and beef until browned then stir in tomato sauce and basil
- Simmer the meat sauce for thirty minutes over low heat until thick

- Melt butter and whisk in flour then slowly add milk for a smooth sauce
- Stir in half of the parmesan cheese, a pinch of salt, and nutmeg
Bake
- Layer meat sauce, pasta, and white sauce in a dish and repeat three times
- Top with mozzarella and bake at 180 Celsius for forty-five minutes
